And rightly so too, shows how independent his characters are if he can’t even tell them to get inside without them yelling back “but mo-omm we’re not even *getting* wet!”
Also, why did Basil steal the Mayor’s hairdo in panel 3, and how come the Mayor didn’t notice?

From the fact that neither Basil nor the Mayor seem to be getting wet, I can deduce that the balcony has some kind of awning or overhead coverage.
And it isn’t super windy, or else the angle of the rain would be more severe, among other things.
